Narrow but consistent: ONNX Runtime and OpenVINO are chosen for constrained and non-CUDA deployment, but the corpus treats them as frameworks you build against rather than engines you adopt

Symptom
ONNX is recommended in the situational map with an explicit downgrade: 'ONNX is also technically an option if you're willing to setup an inference script for a specific model, and you need to support weird hardware (like a Rockchip NPU), but that's not really an LLM engine so much as a framework that lets you make your own.' The same map routes vendor accelerators to vendor backends instead - a dedicated backend for Tenstorrent, one for AMD NPUs on Windows, one for Intel. OpenVINO appears in the corpus mainly as a CPU integer path: a 1.2K-upvote post running a 16B MoE on a 2018 i3, and a 197-upvote post doing Flappy Bird inference on CPU with OpenVINO INT8. The pattern is that these are selected when the constraint is the hardware, not when the constraint is throughput.
Root cause
The selection driver is deployment target heterogeneity. When the target is an NPU, a CPU, or a device where a CUDA binary will not exist, the mainstream engines are not options and a graph framework is. The cost is stated accurately in the corpus: you write and maintain the inference script yourself, per model.
Workaround
Choose ONNX Runtime or OpenVINO when the target is a CPU or an NPU and the model is fixed. Do not expect the ecosystem, quant-format coverage, or feature parity of vLLM or llama.cpp there; the corpus's own recommendation is that these are for a specific model on specific hardware.
notes
Low evidence density by construction - this is the thinnest of the six engine cells, because a subgraph of the community that this corpus draws from does not use these stacks. Recorded as narrow-and-consistent rather than weak; a reader should not read absence of contrary evidence here as broad endorsement.
