llama.cpp issue #27579: HIP/ROCm backend produces corrupted output on gfx1151 while Vulkan is correct with byte-identical flags

Three-model matrix with two failure severities. The issue explicitly rules out the -funsafe-math-optimizations removal (e79e4bf66) as the cause and is explicit that agreement between two SHAs is not independent corroboration.
