On PCIe-attached gfx906, the cross-GPU all-reduce in decode is interconnect-bound and makes decode throughput decline as GPUs are added

COMMUNITY-REPORTED PATTERN, derived from four independent observations rather than a first-party roofline. The measured shape is the evidence: for gpt-oss-120B MXFP4 at pp16384/tg8192 on a PCIe-attached MI50 node, decode falls 71.22 -> 33.89 -> 21.32 -> 14.32 tok/s across 2/4/6/8 cards while prefill rises 882 -> 1079 -> 1141 and then falls to 1007. A working -tps or PLE-shard configuration is what turns this from a collapse into a plateau, and PLE shard also raises prefill rather than trading against it. Two structural multipliers specific to MI50: it has NO GPU-to-GPU interconnect at all (PCIe only, no Infinity Fabric - a member notes Infinity link bridges 'exist in documentation, but not as actual Part/Spare part numbers'), and its P2P links are non-coherent with no 32- or 64-bit atomics, so the collective has no fine-grained fast path even when P2P bandwidth is present. This is the clearest example in the slice of a cost that AMD's spec sheets do not show: adding a card to a PCIe-attached GCN5 node is not free.
