Symptom
Attempting to run LLM inference engines (llama.cpp, Ollama, vLLM) on AMD Radeon RX 9070 XT (gfx1201, Navi 48) fails on standard Linux distributions and ROCm 6.x packages with missing rocBLAS libraries ('No TensileLibrary for GPU arch: gfx1201') or device initialization errors. Standard pre-built wheels and packages fail to recognize the GPU target.
Root cause
RDNA4 architecture introduces ISA target gfx1201, which was first introduced in ROCm 6.4.1/7.0.0 and requires HIP SDK 7.1+ with gfx120x rocBLAS compiled libraries. Official AMD driver support is strictly limited to newer Linux kernels and specific enterprise distributions (Ubuntu 24.04.2 / RHEL 9.6). On Windows, it requires the AMD Adrenalin 26.x+ AI bundle.
Workaround
For llama.cpp, compile with the Vulkan backend (cmake -B build -DGGML_VULKAN=ON) which runs directly on AMD Vulkan/RADV drivers without ROCm dependency. For ROCm/HIP, install ROCm 7.1+ or use official Ollama Windows installer (post-January 2026) shipping gfx120x libraries; when building from source, set -DGPU_TARGETS=gfx1201.
