Watermark detection fails exactly where the output matters most: low-entropy text, and about 25% of assistant-style responses

Symptom
A watermark works on essays and fails on the deployment's actual traffic. Mark My Words reports KGW watermarking Llama-2-7B-chat and Mistral-7B-Instruct with no perceivable quality loss and detection in fewer than 100 tokens on natural-language tasks, while explicitly struggling on CODE generation. Kuditipudi et al. report detection at p<=0.01 from 35 tokens on OPT-1.3B and LLaMA-7B after corrupting 40-50% of tokens, then find that in an Alpaca-7B case study on RESPONSES to user instructions about 25% of responses were undetectable because those responses are low-entropy.
Root cause
KGW Section 1.2 states the two low-entropy problems directly: humans and machines give similar or identical completions for low-entropy prompts, making them indistinguishable in principle; and perturbing the token choice in a low-entropy position produces high-perplexity unexpected tokens that degrade quality, so the watermark cannot be applied without paying for it. Both the detectability and the quality cost of watermarking are worst exactly where the distribution is peaked - which is most assistant replies, most code, and most structured output. STA-1 (Sampling One Then Accepting) is an unbiased scheme designed for this case, preserving the token distribution in expectation with lower risk of unsatisfactory output at low entropy.
Workaround
Before deploying a watermark, measure detection rate on YOUR traffic distribution, not on a benchmark. Split it by entropy and by task type. If a large share of your output is low-entropy, a KGW-style watermark will either be undetectable there or will visibly damage it - and no amount of delta tuning fixes that, because the constraint is distributional.
notes
This is the honest core of watermark deployment: the scheme works, and it works on the wrong distribution for most serving deployments. The ~25% figure is specific to Alpaca-7B responding to typical user instructions, and is not a general constant - it is a demonstration that the failure mode is large enough to matter, at one model and one prompt style. SCHEME RECLASSIFIED (2026-10-04): was 'measurement'.
