Problem
Speech codecs are tuned for speech and waste bits on music and general audio; a fixed-bitrate model cannot trade quality against rate per deployment.
Mechanism
Fully convolutional encoder/decoder around a RESIDUAL VECTOR QUANTISER, trained end-to-end with adversarial plus reconstruction loss. Structured dropout on the quantiser layers lets ONE model cover 3-18 kbps, and the whole architecture is streaming and small enough to run real time on a smartphone CPU.
Speedup reported
Subjective (MUSHRA) testing at 24 kHz: SoundStream at 3 kbps outperforms Opus at 12 kbps and approaches EVS at 9.6 kbps. Runs real time on a smartphone CPU at low latency. These are quality-per-bitrate and real-time-feasibility claims from MUSHRA listening tests, not a latency or throughput measurement.

notes
Venue is IEEE/ACM TASLP (2022), DOI 10.1109/TASLP.2021.3129994, confirmed via crossref; the schema has no TASLP entry so 'other' is the honest value. THE SERVING RELEVANCE IS THE BITRATE, NOT THE CODEC: SoundStream's 3 kbps operating point is what makes neural audio tokens viable as LLM input at all. At 50 Hz frame rate that is ~150 tokens per second of audio, versus ~7500 for 16 kHz log-Mel fed to a Whisper-style encoder - a 50x difference in sequence length, which propagates directly into encoder prefill cost. Any audio-LM design decision about token rate should be traced back here. VENUE_TRACK BACKFILL 2026-10-04 (paper-fields pass, agent w3p): venue_track 'main'. Peer-reviewed venue confirmed as IEEE/ACM TASLP 2021 (same). This is an additive track annotation; `venue` is unchanged at 'other' and no status change is implied by the track alone. VENUE RECLASSIFIED 2026-10-10 (crawler/w11-venue-enum): venue 'other' -> 'taslp', venue_kind 'journal'. Confirmed by record notes and agreeing publisher/index deposit in data/sources/.
